'Illegal Now' makes ordinary old food sound forbidden, and 'Normal to Eat' says people did this every day, so the ban feels surprising.
'LEGAL IN THE 1920S' turns the title's claim around, the black and white photo dates the scene, and the milk running down his chin makes it a bit funny.
When a practice in your field used to be normal and is now banned, show it looking as innocent as possible. Split the then and now between thumbnail and title, and keep the reason for the video.
The more innocent the old thing looks, the stranger the ban.
