'Your' speaks straight to students who carry one, and 'NOT About Safety' rejects the official reason, which is what students fed up with the rule want to hear.
It gives the answer the title holds back, and a harsh one, with Humiliate You in lime yellow beside a bag anyone can see into.
When your audience follows a rule they resent, and you can argue the official reason is a cover, deny that reason in the title. Put your harsher reason on the thumbnail beside the thing they all know.
Deny the official reason, and offer a harsher one.
